Technology holds a great deal of promise for individuals with disabilities in accessing educational opportunities. The ability to easily transform electronic information into a variety of formats lays the foundation for the principles of universal design, which identifies a process for unlocking this promise in digital media (Rose & Meyer, 2002). Because of the transformability of electronic content, the content can be modified to promote multiple means of presentation and interaction through the seamless inclusion of color, graphics, tables, and multimedia simulation. This promotes interest and enhances understanding of content (Ross & Schulz, 1999). With each release of production and presentation tools, the accessibility to multimedia creation tools expands, while reducing the technical skills needed to express and publish ideas. As dependence on the Internet for disseminating educational materials grows, the concern about accessibility of those learning experiences by individuals with disabilities also increases. With increased processor speed and faster Internet services, educators can create and deliver attractive digital instruction. The advantages of using multimedia are the immediacy of feedback, the ability to select learning pathways through the instruction, the interactivity provided by animation, and the ability to create and publish in a public forum.
